Authorizes the North Dakota Department of Transportation Director to enter into agreements with one or more tribal governments for construction and maintenance of highways, streets, roads, and bridges on the state highway system.

Allows agreements to override provisions of chapter 54-40.2 of the North Dakota Century Code.

Limits agreements to those necessary to meet federal highway program spending requirements.

Passed the Senate 45-0 with 2 absent and the House 70-20 with 4 absent during the 2017 legislative session.
