Amends North Dakota Century Code section 37-17.1-07.1 to modify the hazardous chemicals preparedness and response program under SARA title III (Public Law 99-499).

Establishes annual hazardous chemicals fees of $25 per chemical listed on tier II forms, with a maximum facility fee of $475, due by March 1st each year to the division of homeland security.

Requires division of homeland security to transfer one-half of regular fees collected to county hazardous chemicals preparedness and response accounts.

Imposes civil fines of up to $15,000 per violation for willfully violating reporting, planning, or notification requirements or failing to pay hazardous chemicals fees, with each day of continued violation constituting a separate offense.

Creates class B misdemeanor penalties for knowingly falsifying information or intentionally obstructing state/local hazardous chemicals response personnel attempting to perform official duties.
