Amends section 43-47-05 of the North Dakota Century Code to establish exceptions to counselor licensure requirements.

Licensed state professionals may conduct work within their profession's standards and ethics without representing themselves as professional counselors.

School counselors employed by federal, state, local political subdivisions, or kindergarten through twelfth grade educational institutions are exempt from licensure requirements when performing counseling within their employment scope.

Students and trainees enrolled in counseling degree programs may intern subject to rules adopted by the Board of Counselor Examiners.

Licensed attorneys, clergy members performing ministerial duties, and individuals employed or volunteering at nonprofit agencies or community organizations are exempt if they do not represent themselves as professional counselors.
