Amends the duties of the state long-term care ombudsman to allow delegation of responsibilities to local or volunteer community long-term care ombudsmen instead of only regional ombudsmen.

Requires state agencies responsible for licensing or certifying long-term care facilities to submit all complaints and information about conditions adversely affecting resident health, safety, welfare, or civil rights to the department's statewide uniform reporting system in a timely manner.

Permits the ombudsman program to recognize investigative reports conducted by appropriate agencies or organizations.

Requires long-term care facilities to provide a copy of each transfer and discharge notice to the state long-term care ombudsman on the same day the notice is sent to the resident, in accordance with chapter 50-10.2.
