Establishes state liability coverage for property damage caused by foster children, covering the lesser of repair or replacement cost up to $5,000 per claim and $10,000 annually, with deductibles not exceeding $100 per claim.

Allows the Department of Human Services to cover 25% of property damage exceeding $25,000 per event after insurance reimbursement, capped at an additional $10,000.
