Amends terminology throughout North Dakota Century Code from "compulsive gambling" to "gambling disorder," defining it as a chronic, progressive disease characterized by preoccupation with gambling, loss of control over gambling behaviors, and disregard for negative consequences.

Requires the Department of Human Services to contract with qualified treatment service providers for gambling prevention, awareness, crisis intervention, rehabilitation, financial counseling, and mental health treatment services.

Establishes that treatment service providers must be licensed mental health professionals operating within their scope of practice, and financial counseling services must be provided by certified consumer credit counselors with accredited agencies.

Maintains the gambling disorder prevention and treatment fund with $80,000 transferred quarterly from lottery net proceeds to the state treasurer for deposit in the fund.

Passed the Senate 45-0 with 2 absent and the House 74-15 with 5 absent during the 2017 regular session.
