Amends North Dakota Century Code section 39-06-02 to modify exemptions from operator's license requirements.

Removes the 30-day exemption for nonresidents from unlicensed home states, striking language that previously allowed them to drive without obtaining a North Dakota license.

Retains exemptions for federal employees, nonresidents with valid home state licenses, armed forces members stationed in North Dakota, new residents (60-day grace period), and National Guard members operating military vehicles.

Defines residency as 90 consecutive days of living in the state, with exceptions for nonresident students, tourists, and armed forces members.

Passed unanimously in both chambers: Senate 45-0 and House 90-0.
