Allows a parent or legal guardian to temporarily designate another individual to sign a minor's operator's license application through a notarized document if they are unable to appear in person.

Expands liability for a minor's negligence while driving to include the parent or legal guardian when signing authority has been temporarily transferred under the new authorization process.

The individual who signed the application (original signer or temporarily authorized designee) remains jointly and severally liable with the minor for damages caused by the minor's negligence, except as provided in section 39-06-10.
