Amends North Dakota Century Code section 23-11-05 regarding appointment of housing authority commissioners by city and county governing bodies.

Requires appointment of no fewer than five commissioners, with initial commissioners designated to serve staggered terms of one, two, three, four, and five years respectively.

Subsequent commissioners must be appointed for five-year terms, with all vacancies filled for the unexpired term to maintain staggered expiration dates.

Allows initial commissioner terms to be less than five years if necessary to accommodate the required staggering of appointments.

Specifies that compensation rates and actual expense reimbursement for commissioners are established and set by the appointing city or county governing body.
