Amends North Dakota Century Code section 54-03-33 to establish a delegate credential committee composed of three House members (including one from minority caucus) and three Senate members (including one from minority caucus) to certify delegates to a U.S. constitutional convention called under Article V.

Requires all delegates and committee members to take oaths pledging to follow directives from the legislative assembly and prohibiting votes on any unauthorized amendments that vary from exact text or permitted subject matter.

Delegates must support requiring each state delegation to have only one vote, a simple majority threshold for all votes, a 26-state quorum requirement, and completion of convention business within 21 days (maximum 180 days).

Establishes the delegation chairman's duties including coordinating with other state delegations, distributing copies of the U.S. Constitution, ensuring at least one delegate serves as spokesman at every business meeting, and building consensus among at least 26 states to send the amendment to states for ratification.

Delegates casting votes on unauthorized amendments or refusing to follow directives are rendered ineligible to serve and immediately removed, with votes deemed void; violations subject delegates to additional penalties under North Dakota law.
