Mandates publication of estimated tax increase information in the official district newspaper along with the notice of election to authorize school construction bond issuance, specifying the dollar increase per one thousand of taxable valuation.

Requires school districts to post the tax increase information on their website prior to the bond election date.

Maintains existing requirements that projects cost at least one million dollars with thirty-year expected utilization, obtain superintendent approval, receive bond authorization, and submit an application to the Bank of North Dakota.
