Designates applications and related records as confidential when three or more qualified applicants are received, except finalist records become public once finalists are designated.

Allows public entities to forgo designating finalists if they decide not to make an offer of employment for the position.

Requires public entities to comply with executive session requirements when discussing confidential applications.

Makes applications and related records open to the public if fewer than three qualified applicants are received by the application deadline.
