Creates a new professional student exchange program agreement requiring individuals in dentistry or optometry programs to sign a legally binding contract with the state board of higher education identifying the award amount.

Requires full repayment of the award within thirty-six months of graduation if the individual does not practice dentistry or optometry in North Dakota during that period.

Reduces the repayment obligation by one-third for each full year an individual continues practicing in the state, with full cancellation after three years of continuous practice.

Authorizes the Bank of North Dakota to offer student loan programs for individuals required to repay awards, provided they meet the bank's credit criteria.

Amends the dental student loan repayment program to clarify that dentists must agree to accept Medicaid patients or provide services in public health clinics, underserved population practices, or nonprofit clinics, with maximum aid of $100,000 over five years.
