Expands the definition of "public improvement" to include any public infrastructure or facility operated and maintained by a governing body, even if construction occurs on non-public land and is partially funded with public funds.

Refines definitions for key roles including construction managers, contractors, and architects, and clarifies that construction administration does not include supervision of construction activities.
