Office of the adjutant general authorized to borrow up to $8,000,000 from the Bank of North Dakota for law enforcement support costs related to unlawful activity associated with Dakota Access Pipeline construction through June 30, 2019.

Office of the adjutant general authorized to borrow up to $3,000,000 from the Bank of North Dakota to provide grants to counties experiencing emergencies related to protest activities through June 30, 2019.

Grant funds must reimburse counties for extraordinary personnel, equipment, and materials expenditures related to protest activities not eligible for state or federal reimbursement.

Office of the adjutant general must request deficiency appropriations from the legislature sufficient to repay both loans plus interest.
