Amends section 53-06.1-11.1 of the North Dakota Century Code to regulate how licensed gaming organizations and permit holders may use net proceeds from gaming activities.

Prohibits licensed organizations from using money for placing initiated or referred measures on ballots, political campaigns, or influencing legislation, except for uses related to the organization's primary purpose; violations subject organizations to license or permit suspension for up to one year.

Requires licensed organizations with charity local permits to disburse net proceeds exclusively for educational, charitable, patriotic, fraternal, religious, or public-spirited uses including economic development, tourism, scholarships, libraries, museums, youth activities, disaster relief, health services, and veteran support.

Clarifies that property erection, acquisition, improvement, maintenance, or repair does not qualify as an eligible use unless exclusively used for an eligible purpose, with an exception granted to veterans organizations.

Prohibits use of net proceeds for administrative or operating expenses involving the conduct of games and declares the measure an emergency.
