Changes language requiring temporary restricted licenses to be issued to offenders in the twenty-four seven sobriety program under chapter 54-12 or those who have not committed an offense for one year before filing a written application.

Offenders whose operator's licenses have been revoked under section 39-20-04 or suspended upon a second or subsequent offense under section 39-08-01 or chapter 39-20 remain ineligible except under these specific conditions.

Requires applications to be accompanied by proof of financial responsibility and a report from an appropriate licensed addiction treatment program, plus proof of compliance with attendance rules if prescribed.

Alternatively, offenders participating in drug court programs or other court-ordered treatment or sobriety programs may obtain a temporary restricted license with a recommendation from the district court.
