School district boards must publish ten days' notice and receive sealed bids before entering contracts exceeding $25,000, accepting the lowest responsible bidder.

Bidding requirements do not apply to contracts for employee personal services, textbooks, articles not sold on open market, patented or exclusively sold items, and building construction projects.

Bidding exemptions also cover school transportation services, vehicle and heating fuel, used motor vehicles for student transportation, cooperative purchases, and products from prison industries or work activity centers.

Defines "used motor vehicle" as previously owned or leased vehicles with odometer readings exceeding 18,000 miles.

Board members who participate in violations of bidding requirements are guilty of a class B misdemeanor.
