Department of Veterans' Affairs shall create and confer a commemorative memorial coin to family members of deceased North Dakota veterans during military funeral honors.

Eligible deceased veterans must have served on active duty, in the National Guard, or in the Selected Reserve and departed under conditions other than dishonorable, or died while serving, or met other specific service criteria including Public Health Service or NOAA commissioned officer corps.

Family members may purchase commemorative memorial coins from the Department of Veterans' Affairs at a cost determined by the department.

"Family member" is defined as a spouse, parent, child, or other individual related by blood, and "North Dakota veteran" includes individuals who met service requirements and were residents of North Dakota at any point during their life.

The administrative committee on veterans' affairs is directed to consider funding at least 4,000 commemorative memorial coins from the veterans' postwar trust fund for the biennium beginning July 1, 2017, and ending June 30, 2019, and the purchase provision applies retroactively to all family members regardless of veteran death date.
