Establishes a state phlebotomist registry administered by the Department of Health, requiring applicants to be at least 18 years old, complete health safety education, meet registration criteria, and pay a fee not to exceed $25 per individual; registration valid for one year.

Prohibits individuals from drawing blood for a fee or as an occupation unless registered, and prohibits employers from hiring unregistered phlebotomists.

Requires basic care facilities, hospitals, and home health agencies to develop and file department-approved public notification plans detailing protocols for notifying residents, employees, contractors, and the public of potential exposure to infectious organisms from unsafe practices or infection control breaches.

Mandates that facilities and agencies report any exposure events to the Department of Health, which shall investigate and ensure notifications are implemented.

Effective date is January 1, 2018.
