Amends North Dakota high school graduation requirements to include 22 units of coursework, with 4 units of English language arts, 3 units of mathematics (which may include 1 unit of computer science), and 3 units of science as core requirements.

Requires 3 units of social studies including United States history, government/economics or problems of democracy, and one additional social studies unit; also requires 1 unit of physical education or a combination of 0.5 units of physical education and 0.5 units of health.

Allows 3 units of electives to be fulfilled through foreign languages, Native American languages, fine arts, or career and technical education courses.

Modifies the North Dakota career and technical education scholarship requirements to include one unit from specified areas (foreign languages, Native American languages, American sign language, fine arts, or career and technical education) plus two units of a coordinated career and technical education plan, with GPA and standardized test score benchmarks.

Updates the North Dakota academic scholarship requirements to require 2 units in the same foreign language, Native American language, American sign language, or career and technical education, plus 1 additional elective unit from specified areas; requires ACT composite score of at least 24 and allows fulfillment of requirements through advanced placement courses, early entrance programs, or dual-credit courses.
