Amends statutory waiver authority for the superintendent of public instruction to allow waivers of education statutes and rules if they improve education delivery, administration, educational opportunities, or academic success for students.

Allows initial waivers for up to one year, with first extension up to one year and subsequent extensions up to two years each.

Superintendent must file reports with legislative management detailing reasons for waiver approvals and denials, and shall appear to answer questions if requested.

Creates new "innovative education program" allowing public and nonpublic schools to submit proposals for educational innovations with superintendent approval, including evaluation criteria and implementation plans.

Superintendent must provide annual reports to legislative management on program status, implementation plans, waived statutes or rules, and evaluation data results; may revoke waivers if schools fail to perform according to agreed terms.
