County law enforcement officers have jurisdiction within their county and up to 1,500 feet outside county boundaries, with exceptions for fresh pursuit and joint powers agreements.

Law enforcement officers employed by state universities have specific jurisdictional boundaries defined by geographic intersections on their respective campuses, with authority to pursue suspects beyond boundaries if delay would permit escape.

Police officers may continue pursuit beyond the standard 1.5-mile limit outside city limits to make arrests if obtaining aid from other jurisdictions would cause delay permitting escape, with jurisdiction limits not applying to officers acting under joint powers agreements.

Misdemeanor and felony violations occurring on state board of higher education property or within extraterritorial jurisdiction must be filed in district court, while infractions and noncriminal offenses may be filed in municipal court.

The act is declared an emergency measure and passed the Senate 46-0 and the House 71-21.
