School district boards must provide or contract for approved early childhood education programs beginning with the 2017-18 school year, with programs subject to superintendent of public instruction approval under chapter 15.1-37.

Early childhood education programs may be funded through local tax revenues, state appropriations, federal funds, or gifts and grants specifically designated for the program.

Students enrolled full-time in approved early childhood education programs receive a weighted funding multiplier of 0.50 in average daily membership calculations (effective after June 30, 2017).

Students enrolled in early childhood education programs have an average daily membership cap of 0.50, while full-time students in other programs may reach 1.00.

The superintendent of public instruction must forward state aid attributable to regional education association participation directly to the participating association in the same manner as other state aid payments.
