Amends section 43-48-03 to modify exemptions from clinical laboratory practice requirements, including adding "any" before "bureau, division, or agency" for United States government employees and clarifying language for supervised individuals performing tests.

Adds exemption for personnel performing whole blood glucose waived tests as categorized by the Food and Drug Administration under the Clinical Laboratory Improvement Act of 1988.

Modifies section 43-48-05 to change the physician board member requirement from one "recommended by the North Dakota pathology organization" to one "licensed to practice medicine in the state and qualified to practice as a pathologist."

Removes the requirement that the North Dakota pathology organization submit a list of qualified physician candidates to the governor.

Passed the North Dakota Senate 47-0 and the House 92-0 with 2 absent.
