Appropriates $125,000 from the general fund to the attorney general for grants to organizations providing human trafficking prevention and treatment services for the biennium July 1, 2017 through June 30, 2019.

Authorizes the attorney general to award grants for direct care emergency services, residential care, law enforcement training, victim advocacy support, and programs promoting positive outcomes for trafficking victims.

Awards up to $700,000 from oil and gas impact grant funds (based on attorney general recommendations) to human trafficking victim service organizations for the period from the act's effective date through June 30, 2019.

Requires grant recipient organizations to report to the attorney general and appropriations committees on fund usage and program outcomes; attorney general must report to legislative management during 2017-18 interim on grant program status and results.

Designates Section 2 (oil and gas impact grant fund provisions) as an emergency measure.
