Creates a statewide interoperability radio network fund maintained in the state treasury for purchasing, installing, operating, and maintaining a statewide interoperability radio network, subject to statewide interoperability executive committee approval.

Authorizes the chief information officer of the information technology department to apply for and accept federal grants, gifts, funds, or services for the network, with all received moneys placed in the fund.

Provides continuing appropriation of fund moneys to the chief information officer solely for statewide interoperability radio network services.

Assesses a surcharge equal to the fine amount on individuals charged with traffic violations listed in section 39-06.1-05 or noncriminal violations under section 39-06.1-06, with surcharges deposited into the fund.

Requires the statewide interoperability executive committee to report to the information technology committee by September 1, 2018, on implementation plans and fiscal efficiencies, with up to $50,000 from the fund available for reporting costs during the July 1, 2017 to June 30, 2019 biennium.
