Amends North Dakota Century Code section 53-01-07 to modify the secretary of state's duties in supervising boxing, kickboxing, mixed fighting style competitions, and sparring exhibitions.

Allows the secretary of state to adopt combined rules for combat sports or alternatively use the most recent uniform rules of boxing and unified rules of mixed martial arts published by the association of boxing commissions.

Authorizes establishment of license fees for boxers, kickboxers, mixed style fighters, promoters, managers, judges, timekeepers, cornerpersons, matchmakers, referees, and other participants.

Changes the fee structure from a percentage-based model (up to 3 percent of gross revenues with a minimum of $500) to a cost-based model where fees equal the actual cost incurred to regulate the competitions and exhibitions.

Permits the secretary of state to adopt rules allowing screening tests for controlled substances on boxers, kickboxers, and mixed style fighters participating in competitions or exhibitions.
