Transfers authority to waive rescheduling of weather-related and emergency school closures from the governor to school district boards.

Requires school districts to include makeup days in their calendar equal to the average number of closure days over the previous five school years, with these days included no earlier than January.

Allows school districts experiencing undue hardship from rescheduling to request a waiver and must notify the superintendent of public instruction of the number of days not rescheduled and reasons for inability to reschedule.

Prohibits waivers for less than a full day of instruction, but allows partial daily closures to be combined to calculate additional full days that may be waived.
