Appropriates $350,000 from the general fund to the office of management and budget for community service supervision grants for the biennium beginning July 1, 2017, and ending June 30, 2019.

Requires the director of the office of management and budget to distribute grant funds to North Dakota community corrections association regions on or before August 1st of each year during the biennium.

Appropriates any existing moneys in the community service supervision fund to the office of management and budget for distribution to community corrections association regions by August 1st of each year during the 2017-19 biennium.

Establishes legislative intent that the appropriated funds be considered ongoing funding and included as a separate line item in the office of management and budget's base budget for the 2019-21 biennium.
