Amends North Dakota Century Code section 20.1-03-01.2 to allow honorably discharged veterans an alternative pathway to obtain hunter education certificates required for hunting license issuance.

Creates new section 20.1-03-01.6 permitting honorably discharged veterans to complete four hours of online hunter safety instruction approved by the director instead of standard in-person coursework.

Maintains existing requirement that persons born after December 31, 1961 must submit a hunter education certificate or prior North Dakota hunting license with certificate number to obtain a hunting license.

Preserves penalties for purchasing hunting licenses without successfully completing required instruction as a class 2 noncriminal offense.

Continues recognition of hunter education certificates issued by other states or Canadian provinces as valid for all purposes in North Dakota.
