Senate Bill 2235 Summary

• Creates the Interstate Medical Licensure Compact, a multi-state agreement allowing physicians to obtain expedited medical licenses in member states without meeting each state's individual licensing requirements.

• Establishes an Interstate Medical Licensure Compact Commission with two voting representatives from each member state to administer the compact, promulgate rules, and enforce compliance.

• Requires physicians to meet strict eligibility criteria including graduation from accredited medical schools, passing USMLE or COMLEX-USA exams within three attempts, completing graduate medical education, holding specialty certification, maintaining an unrestricted license in a designated state of principal license, and having no criminal convictions or disciplinary actions.

• Automatic license termination occurs in all member states if a physician's license is revoked, suspended, or surrendered in their state of principal license; automatic 90-day suspension applies when disciplinary action is taken by any other member board.

• Compact becomes effective upon enactment by at least seven states and may be amended only by unanimous consent of all member states; member states may withdraw with one year notice.
