Amends section 20.1-03-12 of the North Dakota Century Code to modify the license fee schedule for watercraft used for hire, with three-year license periods ranging from $6 to $30 depending on passenger capacity (Classes 1-8).

Repeals section 20.1-13-04 of the North Dakota Century Code, which previously required annual inspections for watercraft for hire.

Renumbers subsequent license fee categories (items 20 through 55) to maintain sequential ordering after the watercraft for hire fee modifications.

Maintains deposit of all collected license and permit fees with the state treasurer and credits them to the game and fish fund, with $45 from each nonresident big game hunting license dedicated to the private land initiative.

Declared an emergency measure.
