State Board of Higher Education shall establish a four-year pilot program offering credit-for-credit coupons to instructors teaching dual-credit courses in core subjects at North Dakota public or private high schools.

Participating instructors receive coupons covering tuition costs for one graduate-level credit per credit hour taught, with the amount not exceeding the highest tuition charged at a state board of higher education institution.

Instructors must teach concurrent dual enrollment classes with at least four students receiving dual credit to be eligible for the program.

Qualified instructors meeting accreditation standards may transfer coupons to family members or students they teach.

$200,000 is appropriated from the student loan trust fund for the biennium beginning July 1, 2017, and ending June 30, 2019, with the board required to develop a long-term sustainability plan for potential continuation up to five additional years.
