Adds a new option for nonresidents to purchase waterfowl hunting licenses for three consecutive 4-day periods in addition to existing 14-day and two 7-day period options.

Sets the fee for three 4-day period licenses at $200, compared to $100 for 14-day and two 7-day licenses.

Requires $50 of the three 4-day license fee to be allocated to the private land open to sportsmen program, compared to $40 for other license types.

Maintains restrictions limiting nonresidents to one waterfowl hunting license per year, with exemptions for early Canada goose season hunting.

Preserves existing provisions allowing statewide licenses for hunting in any zone and permitting governor proclamations to specify hunting zones and license availability.
