Senate Bill No. 2261 Summary

• Changes party caucus organization from precinct-by-precinct basis to legislative district party organization, allowing districts to organize by precinct or on an at-large basis for the entire district.

• Requires party caucuses to be held on or before May 15th following the general election, with the legislative district chairman setting the date, time, and location and providing 10 days' published notice.

• Allows qualified electors to participate in caucuses with participation rights decided by two-thirds vote of the caucus if challenged, and prohibits individuals from voting at more than one caucus per year.

• Permits political parties to elect one precinct committeeman for each 250 votes (or majority fraction thereof) if organizing by precinct, or one committeeman per precinct if organizing on an at-large district basis.

• Restricts state party bylaws from imposing directives on district committee organization unless a district lacks an adequate committee, and prohibits state parties from taking actions inconsistent with the chapter.
