Creates a new section to North Dakota Century Code chapter 19-20.1 that preempts local fertilizer regulation by cities, counties, and townships.

Prohibits cities, counties, and townships from enacting new ordinances or resolutions regulating or prohibiting the registration, labeling, distribution, sale, handling, use, or application of fertilizer.

Preserves local authority to adopt and enforce fire codes and hazardous waste disposal restrictions related to fertilizer.

Passed the Senate 46-1 and the House 82-11 during the 2017 legislative session.
