Amends North Dakota Century Code section 26.1-36-41 to regulate how health insurers, HMOs, and health insurance entities can terminate or sanction practitioners for excessive or inappropriate practice patterns.

Requires entities to provide written notice to practitioners about practice concerns, consult with them, and allow at least six months to modify behavior before imposing sanctions or termination.

Mandates that practitioners be given a hearing before a committee that includes at least one representative of their specialty before any sanctions, termination, or nonpayable status can be imposed.

Requires entities using practice profiles to provide practitioners with description of criteria, data sources, methodologies, and specific underlying data, and allow practitioners to examine accuracy and prepare written responses to profiles.

Clarifies that the section does not limit the insurance commissioner's authority to obtain information from insurers during investigations of suspected or actual fraudulent insurance acts.
