Adds Garrison Diversion Conservancy District and successor entities to the list of political subdivisions eligible to issue tax-exempt bonds and notes for financing irrigation and water supply projects.

Expands the definition of "bond" to include indebtedness owed to banks or other public and private lending sources, allowing more flexible financing options for the district.

Allows boards to provide written notice to affected landowners instead of holding a public hearing, with publication notice at least 21 days before the voting deadline for project approval.

Extends the voting period from 30 days to 30 days after the date of mailing written notice (in addition to the hearing option), and allows written consent from all affected landowners to waive the hearing requirement for assessment confirmation.

Permits assessment list publication to be waived if the board mails the assessment list and hearing notice to each affected landowner instead of publishing in newspapers.
