Requires governmental units to issue a request for proposals with a minimum 15 business day deadline before entering energy conservation contracts with qualified providers.

Mandates that proposals include estimates of all installation, modification, and remodeling costs along with projected energy and operating cost reductions.

Allows governmental units to enter guaranteed energy savings contracts if projected savings over 15 years equal or exceed the project costs, with written guarantees matching the financing period.

Permits governmental units to request a waiver of contract guarantees after documenting savings meet or exceed payments for at least 3 years, subject to division of community services committee approval.

Exempts guaranteed energy savings contracts from competitive bidding requirements under chapter 48-01.2 and from section 43-19.1-28 requirements.
