Amends North Dakota Century Code section 24-06-31 to clarify that highway overseers must immediately remove obstructions from highways or public streets upon personal knowledge or written notification.

Authorizes the overseer's district to seek recovery of removal costs from the individual responsible for causing or placing the obstruction.

If the responsible party is an adjacent landowner, removal costs may be added to that landowner's property taxes for the ensuing year and collected through the standard real estate tax process.
