Amends North Dakota Century Code section 54-12-33 to modify the authority and duties of the human trafficking commission established by the attorney general.

Changes the commission's annual reporting requirement from submitting reports to "the attorney general, governor, and legislature" to "the attorney general, governor, and legislative assembly."

Reorganizes commission duties by replacing "coordinate" language with "promote" for training activities on human trafficking prevention, victim services, investigation, and prosecution.

Maintains core commission functions including developing victim service plans, collecting human trafficking data, promoting public awareness, creating public-awareness signs with hotline information, and conducting other appropriate activities.

Passed the Senate 47-0 and the House 89-3.
