Amends section 44-04-18.4 of the North Dakota Century Code to expand the definition of confidential information to include "research information" alongside trade secrets, proprietary, commercial, and financial information.

Establishes that university research records are exempt from public disclosure, defined as data and records produced by faculty or staff at state board of higher education institutions conducting educational, commercial, scientific, artistic, technical, or scholarly research.

Creates exemption for personally identifiable study information in human research studies at state universities and colleges, including names, identification numbers, social security numbers, addresses, email addresses, and biometric data.

Creates new section exempting Title IX complaint and investigation records at state universities and colleges from public disclosure if they contain personally identifiable information about a party to the complaint.
