Increases the University of North Dakota School of Medicine and Health Sciences Advisory Council membership from 15 to 16 members.

Adds the University of North Dakota Center for Rural Health as a new member organization with one representative on the council.

Establishes that representatives from the North Dakota Medical Association, North Dakota Hospital Association, and North Dakota Center for Nursing serve three-year terms or until successors are named and qualified.

Maintains the council's composition of four legislative members (two senators and two representatives), representatives from seven state agencies and organizations, and four members selected by the dean from each of the four school campuses in Bismarck, Fargo, Grand Forks, and Minot.

Requires the council to meet at least twice annually and select its own chairman, with the school dean serving as non-voting executive secretary.
