Creates new regulations for pharmacy benefits managers and third-party payers regarding specialty drugs, defined as prescription drugs unavailable at retail pharmacies with special storage and distribution limitations.

Requires pharmacy benefits managers or third-party payers with ownership interests in pharmacies to disclose price differences between amounts paid to pharmacies and amounts charged to plan sponsors upon request.

Prohibits pharmacy benefits managers and their affiliates or subsidiaries from owning or having ownership interests in both patient assistance programs and mail order specialty pharmacies unless they agree not to engage in transactions benefiting themselves over other parties owed fiduciary duties.

Prevents pharmacy benefits managers or third-party payers from requiring pharmacy accreditation or recertification standards that are inconsistent with, more stringent than, or in addition to state and federal licensure requirements.

Establishes violations as class B misdemeanors with penalties for each occurrence; applies to contracts and agreements effective on and after the bill's effective date.
