Amends North Dakota law requiring sexual offenders and certain other convicted individuals to register within three days of entering a county or becoming temporarily domiciled there.

Homeless individuals must register every three days with the sheriff or chief of police of their current jurisdiction rather than at a fixed location.

Registration now allows for written or electronic statements signed by the individual, expanding from previous methods.

Requires individuals to notify law enforcement in writing within three days of changes to vehicle or computer online identity, and at least ten days before changes to name, school, residence, or employment address.

Act becomes effective upon certification by the North Dakota Attorney General to the legislative council that the registration process is operational.
