• Amends North Dakota Century Code section 15.1-29-14 to define a student's school district of residence for students placed in out-of-home care or institutions for noneducational purposes

• Student's district of residence is determined by the custodial parent or legal guardian's residence at the time of placement by state court, tribal court, juvenile court director, or division of juvenile services in a state-licensed foster home or child care facility

• Student's district of residence is determined at the time a county or state social service agency places the student, with parental consent, in state-licensed foster care or child care facilities

• Student's district of residence is determined at the time of initial placement in a state-operated institution, regardless of any subsequent placement in foster care or child care facilities

• Student's district of residence is determined at the time a parent or legal guardian voluntarily places the student in a state-operated institution or state-licensed child care program, whether located inside or outside the student's original school district
