Establishes electronic transmission requirements for protection orders, orders prohibiting contact, and restraining orders from courts to the Bureau of Criminal Investigation, which must enter them into the National Crime Information Center database.

Requires court clerks to forward copies of protection orders and orders prohibiting contact to local law enforcement agencies by close of business on the day issued, with electronic notification methods available once implemented by the bureau.

Expands the registry maintained by the Bureau of Criminal Investigation to track all protection orders, orders prohibiting contact, and restraining orders issued in the state.

Modifies timelines and procedures for temporary protection orders and hearings related to domestic violence, including provisions allowing courts to issue orders even when domestic violence occurred exclusively outside the state.
