Prohibits North Dakota legislators from receiving state compensation or reimbursement for expenses related to attendance at conferences or meetings, except for legislative management meetings and regular legislative sessions.

Specifically bans reimbursement for meals, lodging, travel expenses, and registration fees for all conferences and meetings outside those explicitly exempted.

Maintains compensation of $177 per day for legislative management members and committee members attending legislative management sessions and committees.

Preserves additional $5 daily compensation for the legislative management chairman and $5 daily compensation for individual committee chairmen.

Act expires on June 30, 2019, and becomes ineffective after that date.
