Designates a lead agency to collaborate with other agencies to coordinate early intervention services for children from birth to age three who are at high risk for developmental delay or disability.

Requires the legislative management to study North Dakota's early intervention system for children birth to age three with developmental disabilities during the 2017-18 interim.

Study scope includes historical overview of the system, funding mechanisms including Medicaid, how the state's system interfaces with other early childhood systems, and federal Part C Individuals with Disabilities Education Act responsibilities for locating and evaluating children.

Requires legislative management to report findings, recommendations, and any necessary legislation to the sixty-sixth legislative assembly.
